Do you need a day-after brunch?
It earns its place when many guests have traveled and are staying nearby, when you are not leaving for a honeymoon straight away, and when the wedding itself was busy enough that you hardly talked to the people who came furthest. If most guests are local and you would rather sleep, skip it without guilt.
Who hosts, and who is invited?
Anyone can host: the couple, a set of parents, or relatives who live nearby. Invite immediate family, the wedding party and out-of-town guests, or everyone if the numbers allow. Whatever the line, keep the invitation private if the brunch is for a smaller group.
Where and when?
Somewhere easy to reach from where guests are staying: the hotel's restaurant, a café nearby, a family garden. Start late enough to be kind (ten or eleven) and give a window rather than a start time, so people can come by before checkout or on the way to the airport.

How do you invite guests to it?
With its own short invitation, sent after the wedding invitation and only to the guests who are invited.
